Bubbish! It's a scarf! No on wears their uniform on their heads. The scarf could become the uniform. In ethnic communities the best officers for the job are those of that ethnicity. For example a black person in a black neighborhood, an Asian in Chinatown.

Military rules,you take your "cover" off when entering buildings. Therefore,this is a conflict.

Not at all. Most crime prevention is tips from the community the officer works in. Best if he has a rapport with the people he works for. White cop in back neighborhood puts him at a disadvantage. There should be a sensible integration of black, Asian and Latino cops on every force. It's just common sense.

Unless you are armed!!!!!!!!!!  If you have ever entered a well secured Military or NSA building you may well notice that the military [or God forbid civilian] hall guards all wear their covers and have ready access to their side arms!  While working at NSA Headquarters at Fort Meade Maryland, an aquantenance had grown a beard to the point that accurate verification of his authenticacy re his secury / admittance babge was borderline.  One morning the Marine guard ordered him to procede to the ID section to renew his badge photo,  He tried "dumd ass" to blow past the Marine security guard.  Once he heard the .45 Colt M1911 being cocked, he gladly went and had his security badge renewed with his then current visage well documented on his access badge!

By compromise we are talking about dress regulations. Truer in the armed forces than in the police force... which was what brought this up.
