Unfortunately, Temecula caved.  I know that area, and I get the impression that they're a nice smaller town that doesn't have the resources to fight the Sacramento assholes. I could be wrong, of course.  I live in Huntington Beach, and our town fights tooth and nail with Sacramento.  They have sued us numerous times for not following the assholes decrees..
