The only complication is the case where the mother is not a US citizen but the father is. In that case the US citizen must register the birth with the nearest US embassy or consulate. The US State Department will then issue a Birth Certificate insuring the child has an US native born status and will issue a US passport based on that document. Been there, done that! It makes a convincing case that Obama's maternal grandfather was CIA and his real father was the communist Frank Marshal Davis. When gramps found out who had impregnated his daughter he went into panic mode for fear of losing his job (he had befriended Davis, had him over for drinks at his house and introduced him to his daughter) and made a deal with Barack (pronounced "Beer-rick") Sr. to claim the baby.
