He's not! He's selling the parts.

 

School must assume there is some sort of liability attached if someone has an accident with it and claims it wasn't maintained properly. I don't think this is anything different than any other transaction between buyer and seller. 'Let The Buyer Beware' Also placing conditions about what you do with it after you own it is like selling your house and saying the new owner can't paint it white. If there was a  conditional hand shake or written agreement then sell it but take the VIN and any ID number plates off the door jam.
