Seriously, "occupation" is a matter of perspective when you consider people have been fighting over that patch of dirt for 14 millennia. Philistines occupied a small patch in the 12th century BCE, and from there it's swapped occupation by the Assyrians, Babylonians, Persians, Greeks, Romans, Arabs, Fatimids, Seljuk Turks, Crusaders, Egyptians, Mamelukes, and the UK. What became Jerusalem under the jews in 1050 BCE was attacked 52 times, captured and recaptured 44 times, besieged 23 times, and destroyed twice. In the grand scheme of things, the Romans tenyure was more like unwanted visitors who don't speak English and hog the whole bathroom.

Well that's something to ask Jesus when you see him. The Jews saw them as occupiers and were in revolt and civil unrest because of them. When an empire swallows up your country they are occupiers, forcing their laws, (often religion) taxes, culture etc. on you. When the empire fractures, most last about 250 years, these countries rebel or try to break away and become autonomous again.
