The whole thing with that point of argument is that we as humans have made certain animals domestic pets as opposed to others (obviously cats and dogs as an example are practical to have as a pet due to size reasons) but from a physiological perspective any animal is technically edible. A modest paperwork fee is paid once when the vehicle is placed in service. Government agencies are 'self insured'.
