Organization for the Prohibition of Chemical Weapons is an intergovernmental organization, located in The Hague, Netherlands. Safe to say it's an arm of the UN.That's not to say there weren't CIA in that group, but I seriously doubt the entire organization is stacked with US intel operatives. Besides the US still has chemical weapons of it's own. Although they are being destroyed, completion at Pueblo Chemical Depot in Colorado is expected in 2019, and Blue Grass Army Depot in Kentucky is expected to complete destruction by 2021. If this Syrian attack was a false flag operation we'l never know about it.
