Yes, I saw the pictures the first time.

 

Yes that is a lowering kit. They are called drop blocks. Those look about 3'?

 

Just so you know you don't need shorter shocks with drop blocks.  Lowering may cause the driveshaft angles to be skewed so if you notice a low frequency hum/vibration let us know.

It's not familiar to me but maybe holds some of the ducts or the condenser/evaporator? in place. I have a diagram with a bracket somewhat similar that supports from the bottom of the evaporator to??? the floor on the tunnel?? Maybe it was taken off and just not put back on. Have a look on the underside for screw holes.

Found out it is for the AC unit. Good call
