If there is no title, the true owner can come take it from whoever buys it, it's likely a scam they have come up with to scam some money out of an unsuspecting mark.

For some reason I am thinking that you would only be able to come see it and buy it at a certain time in a parking lot somewhere, and likely you would not get far before the owner would have the police on you, obviously they don't want there car to really be sold.

If it looks to good to be true, it is to good to be true, look at that car in the photo, is it really a $650.00 car?.
