my guess is a old school registration holder. i've seen other styles that wrap around the steering column.

Yep, if it isnt in the Holder the body of the flasher unit will ground out on any metal its touchin, thats why its got its own special holder!

The aren't really called a relay, they are a flasher unit and the best ones are electronic and do not rely on load to work. The old ones will flash faster with more lights in the system. The electronic ones flash at the same rate. Much better.

Are they supposed to be grounded in the 521? That would explain why that holder isnt completely insulated, and maby fix the wierd acting turn signals!
