It sounds like fuel delivery.  Definitely change the fuel filter.  That is an easy first.  Cleaning the carburetor jets is also not a bad idea.  Maybe some fuel additive to clear out water?  Not sure if that is needed or not though.  If your exhaust is really bad, you may have an exhaust leak at the manifold that is heating the carburetor and boiling the gas.  But that is my crazy guess.

Rinse out the fuel tank before changing the fuel filter. It is easy because it has a drain plug.

Yes, you have to remove the top plate of the carb to access it.

Stock Datsun 210 Carb? Float is adjusted by bending. Only adjust if the fuel level is higher or lower than 1mm from the dot on the sight glass.
