MikeRL411
1st 5 digits of the plate and a make/model should probably find it fairly easy. Unless it was stolen. If a vehicle is stolen and gets into an accident or causes property damage, the owner of the vehicle and it's insurer is responsible for the damages. On the outside chance that the driver is found that's up to the police and the insurance company to work out the blame and finances. Quote Link to comment
