And added as US congress required -- not for safety -- for lower costs of repair. FMVSS no. 215 was part of the Cost Saving Act. Did the huge bumpers work? According to the US NHTSA: In order to reduce car repair costs for consumers, damage resistance tests were established for bumpers in model year 1973 and upgraded in 1974 and 1979. The bumper standards did not significantly change net costs for consumers: the savings in repair costs over the lifetime of the car are almost equal to the increase in the initial cost of the bumpers.
