Note the Air Force insignia but civilian registration number on the tail. It has Air Force Systems Command insignia on the nose extension and auxiliary vertical controls on the wing to emulate whatever the target aircraft handling characteristics were. I am guessing that the reregistration was due to the extensive structural modification and the FAA ruling that this was a "New Design" and needed to be rhgistered independently from the original military registration number. 1 Quote Link to comment

Boeing bought the design rights from Lockheed when Boeing lost the C5 contract. Boeing was planning ahead for the day the 747 was retired from passenger service and converted to freight status. that would be in mod of anything. Never dealt with mod. The only one of these that I have actually seen was being restored at Rheinbach air field East of Pookipse New York [pardon the spelling]. It was more spectacular that the A V Rowe [later condensed to AVRO] front open cockpit bomber that actually flew in the demonstration part of the visit. 2 Quote Link to comment
