Your distributor has two sets of points. The advance set is used to set your normal timing with a timing light. The second set are 4 degrees retarded. Motors produce less emissions when the timing is retarded but this isn't always best for performance. What you can do is disconnect the relay and the distributor will remain in the advanced state at all times.

The relay clicking is normal. If you are in third gear, part throttle, clutch out, the retarded set of points is activated. All other operating conditions, the engine runs on the advanced set of points.

The relay just connects the retarded set of points in parallel with the advanced set of points. So, if any part of the retarded points system fails, the engine continues to run on the advanced points.
