There's a short story by Cyril M Kornbluth called the Marching Morons. Its a futuristic tale of what happens when intelligent people with few children are out-bread by 'less intelligent' or ignorant masses of people. The minority intelligent people work like slaves to keep vital industry and infrastructure going while the idiots breed and breed. The title refers to something I remember as a child. It was said back in the 50s that if you lined up all the people in China, 6 across and marched them past you the line would never end. Enough babies would be born in the line to keep it going forever.
