drill them out.(yeah what a pain)I havent done it myself, if the y pipe is already sepatrated I would pull the manifold and take it in

 

crap at this point you might just pull the hole exhaust manifold out and take it to a shop to put new studs in(maybe stainless) and use high temp antiseize compound on there.

 

then maybe at this point just get a short tube header But its up to you.

If you drill and use an easy out, heat the metal around the broken stud untill red hot and it will twist out much easier. Best to take it off for this. Of course once off, it's even easier to put another one on.

I've removed bolts that were just enough to barely get vice grips on. Use the largest easy out you can get into the drilled bolt. Heat the manifold all around the bolt until red or orange. This will expand the metal and believe it or not makes the hole bigger and much easier to twist the bolt out. It will screech like hell when it comes out.
