Check the ground connection at the back.

 

With headlights OFF there should be power from the brake peddle switch to the back bulbs and to ground to work them.

 

Same with 4 way and turn signal flasher, power from these go the the rear lamps and to ground to work them.

720s also have a problem with the 4 way switch. When shut off the switch sometimes will travel too far off and disconnect the turn signals completely. Just move the switch very slightly toward the ON position to get them working. As I said I doubt this is the problem but it can affect the turn signals.

Check to see if your brake light switch is working (check continuity with a volt meter) and/or the bulbs are burnt out (check fuses) and/or 720s are also known to have fusebox issues. Wiggle it and see if you get the lights back.
