Likely you have pine needles and maple keys and leaves tapped in the air plenum where the wiper linkages are. The space under the louvers between the back of the hood and the windshield. They can plug up the drain on either side and water collects and over tops the duct down into the fan under the glove box.

Got the leak figgerd and stopped. Had to caulk around the ??? that sticks up over the heater intake.

Took blower box off investigating leak. Foam tape around the inlet and outlet is shot, got to replace. Don't know exactly what it is, closed or open cell?? Or how thick oem was??  And the gasket around the blower motor flange is shot too.

Washered out the nylon bushing on the flapper lever, got it  shutting tight shut both ways.

Here is the product page. There are many different thickness and width options - https://www.mcmaster.com/catalog/129/4033/8694K129

I use this for where the boxes meet the other boxes. 8694K72

Where it meets the body, there may be more room to play with, so you might want thicker material than the 3/16" posted above. You may want 3/8" or even 1/2".
