Absolutley right on the water coming from the corner - the inside fender was designed to drain water that got into the cowl but any bit of dirt that remained clinging to the edge holds the water and presto you get rust-through.

The solution is to open the corner up and make a proper repair, then seam seal.

Should last for another 40 years or so
