For a 1978 620, is the power wire for the cigarette lighter socket blue with a white stripe and a female butt connector? Does the cigarette lighter socket ground on the metal dash frame?

Cigarette lighters use a lot of amps. Is the wire big?

 

Grounding a lighter through the body is very common, but most of them have a male spade connector built into the housing, which can be used to add another ground.

It looks like 14 ga. My truck is missing the socket, so I'm not sure how it should be wired up.

Yes, yes and yes. It does not need the ignition on to blaze one up.
