Not really. The switch has two functions to prevent the turn and the 4 way from interfering with each other.

 

1/ in the off position the turn signals are run through the closed switch

 

2/ in the on position the turn signals are disconnected and all tail/front signal lights are connected to the emergency flasher unit.

 

 

On my '64 dodge if the key was out of the ignition you could turn the 4 way on, turn the turn signal on, turn the wiper on and the arms would jerk up and down the glass with the 4 way. I think my 70 Dart would also.
