1974 Hitachi DCH 340 Throttle Spring Bracket & Spring "to where?"

Installing the OEM carb with nothing to go by.

 

Saw a little bracket on the throttle shaft that stacked on top of the cable "arm."  So I looked it up in the on-line parts manual.  It is #76 called a Spring Bracket (most likely for Spring #75):

 

I have no idea where this goes (possibly to the little bracket the throttle cable sheath end is fixed to?)

I was assuming it was a throttle spring since its on the throttle linkage.  What they call #75/6 doesn't explain much.  The parts pic does not explicitly show the #75 spring on the #76 bracket - and obviously no info on what the #75 spring connects to.
