what about the idle circuit screw aka mixture screw ? Maybe the idle screw is not out enough. 

 

since the trk sat for 12 yrs, did you dismantle the carb and clean the passages out, the metering screws etc etc. .

Gas has probably evaporated and left a varnish on everything.

 

I would count the turns out and remove the mixture screw. Get a can of carb cleaner, the one with the red straw. Poke the straw into the idle mixture screw hole and blast it out. Replace the idle mixture screw. See if that fixes it.
