If this is an aftermarket unit, it may have a Phillips head tension adjust screw on the front facing portion of the arm. I doubt this because you would have noticed this by now. The factory and some after market units have a cable tensioning device accessable from the bottom of the arm. Remove the mirror from the base [probably need access inside the fender], adjust tension by the Phillips head screw inside the base and reinstall to the base. Hope it's not more exotic than this.
