Fuses are not to be trusted... don't believe anything they tell you. Always simply replace them.

 

They are often broken inside and you can't see it. With the headlights on place a quarter across the clips that hold it... see if they come on. Sometimes the clips get corroded and make bad contact. This often leads to a resistance which heats them up, hot enough to take the temper out of the metal so they don't grip the fuse properly making things even worse. Then the plastic plug on the back melts and there is no fix but to replace.

Check the ground wire. It is on the core support right by the battery between the radiator and the right front inner headlight. And make sure that you have good grounds from the battery to the motor, frame and body.

 

Get you test light out. Do you have power to the fuse? If yes, do you have power at the headlight connectors? If yes, then it is a ground problem.

 

If you don't have power to the fuse, then look at the fusible link at the battery.
