The low beam headlight has two fillaments. One for low beam (aparently it works) and one for high beam. When high beams are switched on the low beams are turned off and all four high beam fillaments are turned on. Your hi/low beam headlight has the hi beam burned out.... I suppose the wire could be broken, off, or not making contact.... Switch sides... it goes out, it's bad

Look at the part numbers on the lights because they are different. I went through this with my truck. I switched the lights around so the low beam part numbers were on the outside and the high beams were on the inside, and it all works fine now. Never noticed the numbers on the lights until I broke one.. DUH! :P
