These are closed at low speeds and improve throttle response and efficiency by 'squeezing' intake air to the top of the intake port where the fuel injector is. These are vacuum actuated and fully open at wide open throttle. 9/ the charcoal canister. It does good, does no bad and has no effect on running. Quote Link to comment

I didn't have a charcoal canister but thats just because it was more effort for me to add one, but like mike said, it does no harm. Quote Link to comment
