If the electric choke fails the choke will work normally but won't shut off, or shut off completely.

 

 

I would drench the rear and pass side with WD-40. Hold the throttle open slightly and open and close the choke plate to move the linkage and free it up. Take a good look at the plastic fast idle cam. With throttle held open it should drop down when closing the choke plate and lift up when open.

Here with the choke on, the cam drops down and the throttle closes against a step on it. This holds the throttle open slightly and gives a fast idle for warm up.
