Anti-backfire valve. It's part of the air injection system. When you get off the gas rapidly, unburned fuel goes out the exhaust. With the air pump supplying fresh air to the exhaust ports, this could ignite. The AB valve cuts off air from the air pump from getting to the air injection manifold under rapid decelleration (by detecting high manifold vacuum).

Yes. It's a vacuum leak. Any vacuum leak makes it run lean- characterized by an idle that can't be turned down below 1000 or so (either high idle on no idle) and an overall lack of power due to the lean mix. You can plug the vacuum line (at the manifold) to isolate it, and see if there's a difference.
