The fuse and the clips that hold them become slightly corroded. This increases the resistance through it and it begins to heat up. The heat will remove the temper from the clips and they grip less and less increasing the resistance and heat until they are useless.

 

Remove and soak in vinegar for at least 24 hrs. to remove as much corrosion as possible, clean with a tooth brush, instal new fuses. If the clips are weak try to replace the fuse box.
