problem with new gauge cluster

so i hooked up my new gauge cluster this morning (except for the tach, have to figure how to wire that in). Took it for a test drive and saw that i finally had a working speedo, but it is incredibly inaccurate. Driving on the freeway to get to school it was saying 95-115mph or so (i would estimate at 90-95 i was going ~65-70 and 110+ i was probably going 70-80). Now at first i thought it was mainly because of non stock wheel size (195/55r14 instead of the 175/80r13 that came stock), but i dont think that would account for a 30mph difference, even at low speeds (25-30mph it reads like 45-50mph). Anyone have any advice?

probably have diff gears in rear end?

thats possible, but i didnt change the gears, and i dont think the previous owner did. ill have to dig through my receipts and see if i can find anything. I went past a speed limit sign that tells you your current speed, and it looks like under 30mph true speed, the indicated speed is 5mph more (so, 20 true = 25 indicated) but then the deviation gets greater with speed. using an app on my iphone, apparently 85-90 indicated is 60mph true, but who knows if the app is working correctly.
