Yes you can remove them but make a secure block off plate with a gasket or fill manifold holes with JB weld. Remove the SS pipe to the exhaust manifold and screw in a metric pipe plug to fill that hole. If this is really a belief that you will unlock some hidden power let me dissuade you. You can just pull the hose off to deactivate them to test this first. This is a lot of work to simplify it...  it's just easier to leave them alone. The EGR and BPT are behind the carb so not really noticeable or in the way where they are.
