The metal rube connects to the vacuum throttle valve on the transmission. It adjusts the up and down shift points relative to engine load signaled by intake vacuum. The other open end connects to a short rubber hose which either connects to a fitting on the rear half of the intake where the brake booster hose connects or sometimes to an inline fitting on the brake booster hose.

 

Here is my '74 710. You can see the line coming up from the transmission near that yellow tape, around the throttle and down onto the intake at the brake booster hose fitting.
