Likely the fuel tank vent. It should go to the flow guide valve on the lower left inner fender. The guide valve should have a hose going to the crank case vent tube that comes straight out of the block between the exhaust pipes and below the intake and another up to the air filter.

Sure it will run fine. It was a way to reduce evaporated gas fumes (hydrocarbons) from entering the atmosphere by sucking them into the PCV valve and burning them. This only worked while the engine was running. Later models had a carbon canister that would store fumes for extended times when the motor was not running. On start up the fumes could be retrieved and burned.
