newby with crankcase pressure blowby???

Sounds like maybe bent valves are the cause of the bad comp #s but then again you said it held those #s. Maybe it was in time when you got it because it clacked and banged when the PO first fired it off then they re timed it and it ran like crap. Loosen the gap and pull out ther rockers and see if any valves leave a gap at the seat. If Po was that dumb the rings could lined up wrong. Like maybe the gaps are all lined up releasing tons of pressure into the case.
