Outside diamiter is 14 1/2 inches, it is USED and does have a couple of depression's in the foam, a little paint maybe, and one ware spot were the black is worn thru to the tan foam under it. The foam is still soft and not all dryed out. Please look at the photo's to see the shape, it does come with a matching chrome horn button. I have not tryed to clean or polish this wheel, somone may want to use it as is for that Ratsun look.
