Is the fuse popping on the power side or ground side. Power side-you have a short to ground. Frayed/open/pinched wire? Ground wide-open circuit...it's getting power from somewhere. You'd be better off with a regular power probe, a volt meter, or a plain old test light. I actually own that kit. It was not cheap. I hardly ever use it. I think it's easier to just find the issues the old-fashioned way. Have to understand how the circuit, and electricity, works to be able to use that kit or actually fix your concern.
