Choke is on. This can be...

 

Stuck or jammed. Dirty or damaged/bent linkage holding it on. 

Take air filter off and look at top of carb. When cold starting the choke plate should be closed like this...

When warmed up it should be open like this...

Hold throttle part open and move the linkage that works the choke plate through it's full range of motion. Spray carb cleaner or WD-40 on all the moving parts to clean and lube them.

 

 

Electric choke heater not working. No power or Heater broken.

This is the electric choke heater....

It will have a wire to it that is Blue. It may have a covering on it but the wire is blue. It should have 12 volts on it, but only when the motor is running. Get a meter or test light and see. No voltage... no choke heater.
