Terrible to no idle

I still havent gotten it to idle correctly. Not even close. I did check the screws on the top, they are all tight. I adjusted the fuel float, but that didn't help the fuel level any, so now I need to attempt to unclog the return fuel line. Could my whole issue really be as simple as excess fuel flow to the carb? That seems like a reasonable cause, as it seems that each time I pull the carb, there is a puddle of fuel sitting under it in the intake. What's the best way to unclog that return, though? Plug the line at the carb after the return, or use compressed air at that point? or is there a better way?
