EMPI 32/36 carb question

I have a '71 521 with a 2bbl EMPI 32/36 that has me baffled. Had some issues with the carb being loose on the intake so I took it all off and tightned down all the adapters off of te intake. While i had it off I decided to give it a good clean up with some carb/choke cleaner. As soon as I got looking into it, I noticed that the interior barrel looked alot more dirtier than the external. Didn't give it a though, cleaned it up and put everything back on. Runs fine, but then I remembered the exterior barrel being so clean. So I started it up and started going over it. I put my hand over the exterior barrel and it didn't do anything, hardly any suction at all. Put my hand over the interior/dirty side and it choked out the motor. WTH? The more i get into this little rig the more mods I'm finding, but does it only use 1 barrel of the carb?

runs off main barrel untill the mechanical 2nd opens up the other barrel.

Empi is a chinese clone of the weber DGV right?

So basically it acts like a 4bbl with the second being the secondaries, gosh, that makes sense, lol.

Yeah, the EMPI is a cheap knock off of the Weber. When I say cheap, I mean cheap!
