Webers, specially old ones are very sensitive to flooding if fuel pressure is above 3 PSI.

 

Float level may be set to high. Backfiring can sometimes throw it off.

 

Change your fuel filter. Cut the old one open and see if it's come apart or has dirt in it. Any dirt that gets past it will and can stick in the inlet needle valve which is opened and closed by the float. If it can't close the bowl will over fill with fuel and flood.
