'86 720 - carb mistake?

I'm in the process of resurrecting an '86 720 that sat for a very long time. I ended up pulling and rebuilding the carb, but I think I might have something wrong here.  The choke seems... floppy?  I feel like maybe the torsion spring isn't tight enough but I'm just not sure and I don't want to twist it more without asking around.  It does start and idle now, albeit a bit high (1k ish), despite the idle screw being backed out to max. 

 

The other symptom is it sputters and bogs a bit if I goose the throttle, but there's enough wrong with this one that that could be any number of things - this old girl is haggard, many things need replacing, including fuel pump, filter, etc.  I do have an intact carb from an '83 sitting here as well, but the choke assembly is different so I can't compare it.

 

I did a short video showing how it moves.  Does this is look completely obvious to anyone more experienced?

Full disclosure: I've done many motorcycle carbs but this is my first truck carb rebuild, so pilot error is entirely likely.
