Lean at idle, rich over idle

Hi everyone

My car is running lean at idle and rich at speeds over idle. I know this because a smog technician told me, and my rough idle can be smoothed out by manually adjusting the a/f ratio from the afm at idle to inject more fuel. This is only at idle, it is much smoother at startup (~1000 rpm) than when warmed up (~800 rpm) so it can't be the cold start valve. I have checked and adjusted the tps. I am also running very rich at speed, so perhaps the previous owner overcompensated for the problem somehow. Any suggestions?
