Headlight aiming

I need to aim my headlights and can't find any threads on ratsun. Service manual offers a diagram but little explanation.

 

1. Should the passing low beam be aimed to the left or right? 

 

2. Do the height and width measurements correspond to the most intense point of the beam or the edge of the beam?

Yup, one of the bulbs is turned in the housing.

Bulb retaining ring welds had broke. Used two zip ties around the ring to hold in place while jb weld dried.
