Mike I thought it was 90 empty and 0 full, are they not backwards. 510 the same also because I am trying to program my fuel gauge from speed hut.

This is based on the 620 and 720 senders. I had a 720 long bed tank (13 Canadian gallons) and the sender worked just fine on a 620 dash gauge.  I imagine that it's very expensive to get something that is basically a fuse/timer for a bomb certified as safe to use in a vehicle. Once you get one you use the same design in every vehicle. Like a tire valve, no need to re-invent the wheel for every application.

 

The 720 FSM says 80 or more or 10 or less is respectively empty and full.

 

The lower the resistance the more current that flows, the higher the gauge reads.
