Duncan, yes the 25 year rule applies. It is the DOT that sets this, and not EPA (emission controls). EPA has a 20 or 21 year rule.. There are no practical exemptions. There is one for historical status (e.g. Porsche 959) and perhaps maybe for "off-road" use.

 

So perhaps this 1987 does not have a registration for street use.

I saw a fellow with a car on ebay who was in the military, and he claimed he had docs to legally have a later-model car in the US under some military exemption rule. He also claimed it was okay to sell and re-register to the new owner.

 

Don't know how true that is, but it makes a little bit of sense for a career soldier to ship his car around. When I was in the military (a REAL long time ago) they'd ship cars to personnel to and from Europe for tours longer than two years.
