If using a synthetic oil replace with conventional oil. You'll never need that much protection and a waste of money.

A thick enough washer will throw the belt out of alignment.

 

Is it really grooved or just a stain etched into the metal? 

 

If it were mine and there was real damage, I would polish the crank surface with 800 paper, rub a thin smear of RTV on the insides of the hole for a positive seal and drive the seal in with a suitable sized socket or pipe and leave it proud by 1/8". 

 

Be sure to lube the seal lips with oil or grease before installing so it does not start up dry.

They are still available. They are called 'Redi-Sleeve', made by Federal Mogal/ National.

Any industrial bearing house, Probably NAPA, and eBay has them.

Sold by the diameter that they are meant to be pressed on to.

I use a thin film of Loctite when I put them on.
