The ground is likely broken off. 521 taillight housings are plastic. So there will be a ground wire in the harness to the taiilight cluster. Per the wiring diagram, it attaches directly to the body somewhere back under the bed. The wire is either broken off or the end has rusted so that it isn't making a connection anymore. It's the only black wire (or 2, the diagram shows 2 grounds each side) to the taillights. The wire could also be broken off at the bulb socket too.

The bed isn't a good ground. One, there are rubber insulators between it and the frame. Second, you can bet all the bolts are rusty. Nice good solid grounds are a must, and Datsuns, having been derived from British cars of the past, don't have them. I've added grounds to a few of mine, particularly a frame ground in trucks (usually the battery is grounded to the inner fender and the engine block, and that's it)
