Assuming that the upper and lower tanks are OK and that the core has a leak [usually the case], take it to a radiator shop. A minor leak can be "plugged" with a solder fill on all sides of the pin hole, the real fix is to cut a custom core and solder onto the upper tank and lower tank with the on off valve. The labor charge is what makes it expensive. If it's the valve, somewhere on this site there is an extensive "how to rebuild your heater valve" discussion. Google is your friend on this site!
